Zelenskiy said in his nightly video address that Colonel Serhiy Lupanchuk would now head the forces and described him as "an experienced officer, combat officer and the right man in command". The president said Lupanchuk's predecessor, Maj-Gen. Viktor Horenko, who led the forces from July 2022, "will continue to perform special tasks" within the Defence Ministry's Intelligence Directorate. The special forces are believed to be behind the most sophisticated operations Ukraine's military has conducted in areas under Russian control, in particular Crimea, annexed by Moscow in 2014, eight years before Moscow's full land invasion. The special forces are also responsible for military information and psychological operations, as well as the organization of resistance in occupied territories. But officials have made clear recently that other forms of US aid are potentially in jeopardy if Ukraine does not do more to address corruption. The US has provided Ukraine with over $23 billion in direct budget support since the war began, according to the Congressional Research Service. In a statement to CNN, the Ukrainian embassy in Washington said that Ukraine has moved “ambitiously” to pass reforms, including on its IMF program. That money is also the “most closely scrutinized” form of aid to Ukraine, a senior Democratic Senate aide told CNN. The US intends to provide up to $3.3 billion in direct economic aid to Ukraine if Congress authorizes its $24 billion supplemental request for Ukraine.

Russia said it had thwarted a coordinated Ukrainian attack on Crimea early on Sunday, while drones also targeted Moscow, disrupting air traffic in the capital, and caused a fire at an oil depot in the southwest of the country. Ukraine in recent days has launched a series of strikes on Russian military targets in occupied Crimea, including the Russian Navy Black Sea Fleet's facilities, seeking to undermine Moscow's war efforts in the critical region. Attacks deep inside Russia, far from the front lines, have also increased, with Moscow's mayor saying at least two drones were shot down in the region of the capital early on Sunday. Reuters could not independently verify Sunday's reports and there was no immediate comment from Kyiv. Ukraine has recently taken out two of Russia's prized S-400 air-defense systems in Crimea. US-based think tank the Institute for the Study of War said the latest attack may signal Russia's air defenses in Crimea have "systemic tactical failures," it wrote on Thursday. In April, Ukrainian defense secretary Oleksiy Danilov hinted that Ukraine sees Crimea as a testing ground for new weapons. The UK's Ministry of Defence said that those attacks also expose weaknesses in Russia's air defenses and have likely prompted a reorganization around air bases. The S-400 system was created as an upgrade to Russia's earlier S-300, the country's answer to the US Patriot air defense system.

KYIV, Aug 23 (Reuters) - Ukraine's GUR military intelligence agency deliberately lured a Russian military pilot to land his Mi-8 helicopter at a Ukrainian airfield, spokesperson Andriy Yusov said on Wednesday, amid differing media reports of what happened. A successful operation to capture a working Russian helicopter and its pilot would represent an audacious coup for Ukraine, allowing it to simultaneously replenish its limited aviation stocks while also potentially getting valuable intelligence on the Russian air force. The report said the helicopter landed in eastern Ukraine with the pilot. Ukrainian military journalist Yuriy Butusov reported that the Mi-8 helicopter had landed at a Ukrainian air base "some time ago", citing unnamed sources in the Ukrainian military command. In April, Ukraine's domestic security service accused a number of Ukrainian military personnel of treason after what it said was an unsuccessful attempt to lure a Russian pilot to land at a Ukrainian air base, which led to a lethal Russian missile strike on that location in July 2022.
